China Expands AI Talent Exit Bans to Spouses, Children of Executives

China has extended exit restrictions on top private-sector AI talent to include family members, requiring spouses and children of certain AI and chip executives to obtain government approval before any overseas travel, Bloomberg reported on September 28, 2026. The measure expands Beijing's existing controls on strategic technology personnel, reflecting its policy of preventing technology and information flows to the United States. Government agencies recently began notifying affected individuals, including founders of prominent startups and heads of strategically important AI firms. Several have received letters requiring pre-approval for family travel; the new rules add review procedures rather than imposing outright bans. Beijing plans to gradually broaden the restrictions. China's Ministry of Industry and Information Technology did not respond to a request for comment. Separately, Carnegie research on 2025 NeurIPS authors found 40.6% of top AI researchers now work in China, surpassing the US at 34.2% — reversing 2022's 46% to 27% US lead.
