Trump Rejects Global AI Guardrails at UN, Vows to Encourage Superintelligence

President Donald Trump rejected calls for an international agreement to regulate artificial intelligence, telling the UN General Assembly on September 22, 2026, that the US "totally rejects any attempt to construct a globalist scheme to control" AI. He said existing US institutions can mitigate risks and that he will not "stifle growth of something that will be bigger than the industrial revolution." UN Secretary-General Antonio Guterres, in his final assembly address, urged international regulation, warning that AI is "racing ahead of our ability to understand its full consequences" and that "killer robots must have no place in our future." OpenAI, the UN's AI expert panel and leaders from more than 20 countries and the EU called for mandatory safety testing and potentially a new global institution. OpenAI CEO Sam Altman and Anthropic CEO Dario Amodei are due to address the UN Security Council on September 23. Heavy AI infrastructure investment has pushed the S&P 500 to record highs this year.
