EU Cloud Rules to Exclude Amazon, Microsoft, Google From Sensitive Public Tenders
The European Union will propose strict criteria for cloud computing services in highly critical public tenders, potentially barring Amazon (AMZN), Microsoft (MSFT) and Alphabet’s Google (GOOGL) from sensitive projects, a draft document seen by Reuters shows. The plan, part of the Cloud and AI Development Act to be unveiled on June 3, 2026, introduces mandatory award criteria including requirements for software and hardware developed within the EU. The move targets sectors such as banking, energy and healthcare, driven by concerns that U.S. authorities could access European data under laws like the Cloud Act. EU tech chief Henna Virkkunen is set to announce the package to reduce dependence on U.S. technology and bolster Europe's competitiveness and security. The proposal, previously unreported, could face changes and must secure backing from EU member states and the European Parliament, risking a backlash from Washington already critical of other EU digital regulations.
