Trump Signs Orders to Accelerate Quantum Computing by 2028, Boost Cybersecurity

President Trump on Monday, June 22, 2026, signed two executive orders aimed at accelerating U.S. quantum computing development and enhancing cybersecurity. The initiative targets the creation of a "commercially useful" quantum computer by 2028 and advances government readiness against quantum cyber threats. The first order mandates developing a quantum computer "capable of supporting scientific research" by 2028, coinciding with new commercial capabilities. The second order moves the government's deployment of post-quantum cryptography to 2031, four years earlier than previously planned, to address future quantum-enabled cyberattacks. These orders follow previous government commitments, including $2 billion in subsidies to nine quantum computing firms. Notable recipients include IBM (IBM-US) with $1 billion, GlobalFoundries (GFS-US) with $375 million, and D-Wave Quantum (QBTS-US), Rigetti Computing (RGTI-US), and Infleqtion (INFQ-US) each receiving $100 million. The new directives leverage existing agency budgets without allocating additional funds.
