EU, Philippines Reach Substantial Agreement on Free-Trade Deal, Targeting Formal Conclusion in Coming Months

European Commission President Ursula von der Leyen said on September 22, 2026, that she and Philippine President Ferdinand Marcos Jr. agreed on a free-trade deal, with both sides announcing a "substantial agreement" that puts negotiations on a clear path toward formal conclusion in the coming months. EU Trade Commissioner Maroš Šefčovič and Philippine Trade Secretary Ma. Cristina Roque said in a joint statement they have instructed negotiators to finalize the deal as soon as possible. Both sides said the agreement will deepen bilateral trade and investment ties, making them more diversified and resilient amid global volatility.
