BlackRock's Fink Backs $1.5 Trillion Social Security Fund Needing 75 Years, as CBO Sees Trust Fund Depleted in 2032

BlackRock (BLK) Chairman Larry Fink endorsed a proposal to seed a $1.5 trillion investment fund alongside the Social Security trust fund, according to his 2026 annual chairman's letter published March 23. The fund would be given 75 years to grow while the Treasury continues covering benefits, then repay the Treasury and supplement payroll taxes. The timeline collides with official projections: the Congressional Budget Office expects the Old-Age and Survivors Insurance trust fund to be exhausted in fiscal 2032, with combined funds depleted in 2033. The Social Security Trustees project OASI depletion in the fourth quarter of 2032 and combined funds in the third quarter of 2034. Fink said the plan would not privatize Social Security but introduce diversification similar to the federal Thrift Savings Plan. The idea originates with Senators Bill Cassidy and Tim Kaine, who outlined it in a July 2025 op-ed. As of late September 2026, no bill creating the fund has been introduced.
