Development Banks Launch Joint Rules to Measure Private Capital Mobilization

LONDON, Oct 1, 2026 — A group of 30 multilateral development banks and finance institutions launched joint methodologies Thursday to measure and increase capital funneled to emerging markets, the first major update to mobilization rules since 2018. The group includes the World Bank, African Development Bank, Asian Development Bank, Inter-American Development Bank and European Bank for Reconstruction and Development. The guidelines aim to capture innovative tools such as collateralized loan obligations and significant risk transfers, which free lender capital by shifting credit risk to private investors. The push has become urgent as developing countries' financing needs exceed public lending and aid budgets, while Western governments redirect spending toward defense and domestic priorities. In May, the EBRD launched a 1 billion euro SRT. Earlier this month, the World Bank said it attracted $112 billion in private capital in the year to end-June, a 60% year-on-year increase and more than triple fiscal 2022 levels.
