World Bank, IMF Boards Approve Overhaul of Low-Income Country Debt Framework

The World Bank and International Monetary Fund announced on September 21, 2026, that their executive boards approved reforms to their joint debt sustainability framework for low-income countries, the first review since 2017. The changes aim to reflect a more complex and riskier borrowing environment. The reforms will improve analysis of domestic debt, broaden assessment of long-term development challenges including climate change, and refine how countries' debt-carrying capacity is measured. New tools will assess debt sustainability, while enhanced "realism tools" and stress tests will improve forecast accuracy. The IMF and World Bank use the framework to evaluate whether a country can take on new debt without jeopardizing existing loan servicing. Rising debt levels and a shift toward commercial borrowing among low-income nations drove the changes. The revised framework is expected to become operational in the second half of 2027.
