USTR says chip controls were not central in China talks, clouding Nvidia H200 sales

U.S. Trade Representative Jamieson Greer said semiconductor export controls were not a major topic in U.S.-China talks in Beijing, signaling that deliveries of Nvidia’s advanced H200 chips to Chinese buyers remain uncertain. Greer told Bloomberg TV on May 15, 2026, that officials “did not talk about chip export controls” at the May 14 bilateral meeting between President Donald Trump and Chinese President Xi Jinping. He said 15 to 17 U.S. CEOs attended and raised company-specific issues. Reuters has reported the U.S. cleared about 10 Chinese companies, including Alibaba, Tencent and ByteDance, to buy H200 chips, but no deliveries have been made. The Trump administration approved H200 exports to China in December and added conditions in January. Greer said any decision to allow imports would be China’s “sovereign decision,” while U.S. policy seeks to balance national security with access to overseas markets.
