UK Borrowing Overshoots Forecast, Pressuring Chancellor Healey Ahead of Budget
Britain borrowed more than forecast in the first five months of its fiscal year, intensifying pressure on Chancellor of the Exchequer John Healey before his debut budget next month. The fiscal deficit reached £77.3 billion ($104 billion), £8.1 billion above the Office for Budget Responsibility's March projection. August borrowing alone hit £18.3 billion, exceeding the OBR's £14.8 billion forecast. The overshoot complicates Healey's task as he balances Prime Minister Andy Burnham's spending ambitions against the need to reassure bond markets. Rising borrowing costs, partly driven by the Iran war, have erased roughly half the government's fiscal headroom. Speculation is mounting that taxes will rise to restore the £23.6 billion buffer that existed before the conflict, after 10-year gilt yields touched 19-year highs this month. Healey has called the upcoming budget "challenging."
