The European Transport Safety Council (ETSC) on September 29 urged EU member states to reject approval of Tesla's Full Self-Driving system, citing a speed offset feature that can raise maximum speed by up to 50% above posted limits. The ETSC said Tesla has not sought an exemption from United Nations Economic Commission rules to permit the offset function. Tesla did not immediately respond to a request for comment. The dispute has become a key obstacle to Tesla's European FSD rollout. Sweden, France and the Czech Republic have raised concerns. The Dutch regulator RDW approved the system in April, with Belgium and others following, but an EU-wide vote previously expected in October is now unlikely before December.
