UPS Signs Exclusive TikTok Shop Returns Deal, Targeting $850 Billion Reverse Logistics Market

United Parcel Service (UPS) announced Tuesday, September 29, 2026, an exclusive agreement with TikTok Shop to provide label-free, packaging-free returns for its U.S. seller network, intensifying competition with FedEx (FDX) in the reverse logistics market. Returns cost retailers an average of 27% of item price, according to Blue Yonder. The National Retail Federation reported total U.S. retail returns reached approximately $850 billion in 2025, with online return rates near 20%. Through UPS subsidiary Happy Returns, consumers can drop off items at nearly 10,000 locations, including Ulta Beauty (ULTA) and Staples stores, where staff scan, bag, and label returns for consolidated daily shipment to processing centers. Happy Returns uses AI to flag suspicious packages and analyze contents, with human review before denying refunds. TikTok Shop, which entered the U.S. in September 2023, counts Ulta Beauty and PacSun among its merchants. Sellers using either self-fulfillment or TikTok Shop's logistics can access the service.
