Russian refiners are increasing diesel production in October after the government issued export quotas tied to the Kremlin's supply agreement with the United States, two industry sources said. Under the deal announced by President Donald Trump on October 9, Russia agreed to supply over 300,000 metric tons (about 2.25 million barrels) of diesel immediately, followed by 500,000 tons in November and 1 million tons after that, with a further 3 million tons contingent on refinery conditions. Traders said the government has granted exemptions to its diesel export ban, in place since August, allowing quota-based shipments. Output fell to about 160,000 tons per day in the first half of October from 175,000 tons in September, then rose toward 180,000 tons per day after quotas arrived mid-month. With domestic consumption typically falling to about 140,000 tons per day in October, at least 40,000 tons per day—over 1 million tons monthly—would be available for export.
