Brazil's offshore oil boom, driven by Petrobras (NYSE:PBR) production growth at deepwater fields such as Buzios, is outpacing available support tonnage and turning the region into the global offshore support vessel market's primary growth hub. Arctic Offshore analyst Martin Lysne estimates Brazil will need close to 40 additional vessels by 2030. Brazilian law reserves offshore support work for Brazilian-flagged vessels, but the local fleet cannot keep pace with demand, opening a window for international operators. Tidewater (NYSE:TDW) CEO Quintin Kneen expects high-specification platform supply vessel day rates to reach $55,000-$60,000 within five years. Tidewater completed its $500 million acquisition of Wilson Sons Ultratug in August, adding 22 PSVs — 19 Brazilian-built — and expanding its Brazilian fleet to 28 OSVs. The deal lifted its global fleet to 231 vessels and added about $441 million in contract backlog. Regulator ANP backs incentives supporting roughly 36 OSVs and 13 tankers at Brazilian yards. Tidewater shares are up 67.7% over the past 52 weeks; SEACOR Marine (NYSE:SMHI), which runs hybrid PSVs in the region, is up 48.8%.
